“Proposal for Armenia” program will be a political Noah’s Ark. Gagik Tsarukyan

Months ago, I announced the launch of the “Proposal for Armenia” program, confident that nations recover from setbacks by rallying around programs, ideas, willpower, and capable individuals devoted to the country.
This is a supra-political initiative—a program created about our citizens and with their participation. It will bring together the ideas of our citizens, leading sectoral experts, public figures, prominent personalities, and capable patriots, united by a single aim: to lead the country out of crisis and set it on the path of post-war recovery.
On the Format
“Proposal for Armenia” is conceived as a kind of Noah’s Ark. Salvation cannot be achieved alone. No single individual, party, or alliance can produce meaningful change by itself. Our challenges are too profound, the situation too complex, for conventional approaches. If we are to emerge from this crisis, pursue post-war reconstruction, restore national dignity, foster growth in every sector, build a prosperous and thriving Armenia, and revitalize the Armenian world—then we must create a Noah’s Ark of statecraft, scientific expertise, and professional insight—a space where party affiliation is irrelevant, and where knowledge, principles, character, and the readiness to serve the nation, even at personal cost, are what matter.
I intend to create a genuine political and civic Noah’s Ark—a gathering place for all meaningful proposals, ideas, and solutions, where everyone can find their role, their place, their way to contribute to the nation. Just as Noah saw the way to salvation and rebirth, so too must we today.
My purpose is to forge a true political and civic Noah’s Ark—a vessel for gathering every viable proposal, idea, and solution, a space where each citizen can find their duty, their role, and their distinct path to serving the nation. As Noah once navigated the path to salvation and rebirth, we also must now commit ourselves to that same path.
I will ensure that every capable individual—guided by principle, driven by will, and committed to hard work—finds a purposeful role within the team contesting elections under the banner of “Proposal for Armenia.”
The challenges before us are numerous and daunting, but we must regard them as trials we have been given to overcome in this lifetime. If we shy away from solving our own country’s problems, to whom shall we leave them? We can—and must—resolve them ourselves. The consolidation of our forces, the capacity to listen to one another, internal solidarity, and our resolute determination to recognize and value capable individuals—these are the foundations upon which serious results will be achieved. Here is how I see this format: above and beyond any legal structure, it must function as a “Noah’s Ark” of capable individuals —serving as the very foundation for new life and renewed success.
On the Pre-Election List
Throughout this period, no one has approached me seeking a specific place on the electoral list. To me, this is significant. I had resolved internally that anyone who approached with such a request—regardless of their qualifications or knowledge—would be turned away with the words, “There is no place for you here.” This is not the time for political horse-trading.
The present moment calls not for political bargaining, but for national resolve.
Let us instead affirm a fundamental principle: it is not the position that matters, but the nation; not the mandate, but the outcome.
Therefore, I declare today:
I am ready to create opportunities for individuals and groups who bring knowledge, principle, will, capability, and diligence.
I made this commitment publicly days ago in a meeting with youth. I told them: “The future belongs to you; you are the masters of this country. With your innovative vision, your tireless energy, and your unwavering determination—step forward, and let us build this future together.
Today, I extend the same call to a broader audience. If you possess the desire, the readiness for hard work, if you embrace the vision of the “Proposal for Armenia” program, and if you are prepared to strengthen it with your ideas and your presence—then I am ready to work alongside you.
